Since the game civilization, there has been an increase in growth and conquest games. These games started out as strategy games where you build up and try to take over territory. The games were usually made using the C language and ran on a computer requiring minimum graphics requirements.
As the internet started the revolution of the webpage, web-based games started appearing. The strategy of growth and conquest translated perfectly for the webpage because the action is not that fast and can be done turn by turn.

Evony - browser with flash graphics
Most of these web-based games ran on just simple webpages with graphics. Some embeds Flash for better interactivity and action (to better emulate game applications). But the premise is the same, Civilization on the web.
